Development Goals
National Goals
The Growth and Poverty Reduction Strategy (GPRS II) has been used as the overall policy framework within which this plan is formulated. From this framework the following 33 national goals have been extracted.
1. Bridging Equity Gap in Access to Quality Health and Nutrition Services
2. Ensuring Sustainable Financing Arrangements that protect the poor
3. Strengthening efficiency in Health Service Delivery.
4. Improve Malaria Care Management
5. Reduce new STI / HIV transmission
6. Enhance the co-ordination and management of national HIV/AIDS response
7. Accelerate the provision of safe water in rural and urban areas

Districts Goals
For the purpose of analysis, the District goals are summarized as follows:
1. Provide quality education for all children of school going age.
2. Improve the level of literacy in the non formal sector
3. Improve the health status of the people in the District
4. Increase agricultural production
5. Increase the output of industrial and service sector
6. Provide quality and adequate water
7. Improve sanitation and environmental cleanliness
8. Promote sustainable use of environmental and natural resources
9. Improve the quality of housing
10. Ensure efficient management and financial administration of the District
11. Enhance community participation in decision making
12. Promote public private partnership in District Development
Goal Compatibility Analysis
This shows the analysis of the compatibility of the District goals and the national goals using the Goal Compatibility Matrix (GCM). It shows how supportive or competing the two sets of goals are to each other.
Details of the analysis are shown in the Table below. The following symbols have been used to show relationship between each District goal and each national goal.

From the matrix it is found that there are a total of 208 supporting 152 competing and 73 neutral relationship between the District and National goals.
(A) Private Sector Competiveness
GoalL: To increase agricultural Production Productivity
Objectives:
1. To ensure favorable land Tenure System
2. Develop a sustainable system for the multiplication and distribution of quality seeds varieties and livestock breeds
3. Introduce efficient and locally adaptable farming techniques
4. Improve the efficiency of marketing of crops
5. Improve upon extension services
6. Availability of credit sources to farmers

Industry and Service
Goal: To increase the output of industrial and services sectors
Objective:
1. Establish the District as a major Tourism centre
2. Create employment opportunities
3. Enhance skills and entrepreneurial development for the youth
Strategies
1.1 Complete and equip the craft centre at Ahwiaa
1.2 Construct weavers shed at Ntonso and Adawomase
1.3 Enhance the existing tourism potential in the District; wood carving Adrinkra and kente weaving through advertisement to the outside world
1.4 Educate craftsmen on entrepreneurial and management skills 1.5 Increase handicraft activities by 15% in 3 years
1.6 Promote entreprenurship among the youth
1.7 Support mushroom, and snail farming as well as grascutter
1.8 Celebration of an Adrinkra Festival in the District
Environment
Goal: To promote sustainable use of environmental and natural resource
Objective:
1. Reduce Environmental degradation in the District
2. Undertake reforestation and rehabilitation of degraded land
3. Reduction in bush fires
4. Facilitates muti stakeholder commitment to natural resource management
Strategies
1.1 Enforcement of District Assembly bye laws on environmental protection
1.2 Initiate re-forestation and rehabilitation of degraded land
1.3 Intensify public education on the effects and the laws on bush fires
1.4 Facilitate the formation of environmental volunteers in communities
1.5 Build capacity and create awareness on the prevention and management all forms of disasters
Human Resource Development
Education
Goal: To provide quality education for all children of school going age and to improve the level of literacy in the non formal educational sector.
Objectives:
1. To improve quality of teaching and learning at all levels
2. To increase access and participation of educational stakeholders
3. To increase efficiency in management in support of quality education
4. To introduce information technology in school curriculum
Strategies
1.1 To improve quality of teaching and learning at all levels

1.3 Provide incentive packages for teachers
1.4 Provide adequate teaching and learning materials
1.5 Organize quiz competitions and award deserving pupils

2.3 Increase the level of involvement of community based education stakeholders in support of quality education

3.1 Organize capacity building training workshops for district – based educational institutions
3.2 Organize in service training for all Head teachers, circuit supervisors and other officers at the District Education office
3.3 Organize computer literacy programmes for identified teachers from all schools
3.4 Establish a computer resource centre in the District.
Water
Goal: Provide quality and adequate water

1. To increase Access to potable water
2. To Reduce water related Diseases
Strategies
1.1 Involve community participation in potable water provision

1.3 Embark on public education to reduce water related diseases
Sanitation
Goals: To improve sanitation and environmental cleanliness
Objective:
1. To improve the management of refuse dumps
2. To increase access to toilet facilities
3. To reduce the littering of the environment.

Health
Goals: To improve access to health services
Objectives:
1. To reduce the incidence of malaria from 18% in 2004 10% in 2009
2. Increase coverage of nutritional programmes
3. Ensure sustainable financing arrangements that protect the poor
4. To improve upon the infrastructure in the health sector
5. Reduce new HIV/AIDS /STI transmission
Strategies
1.1 Promote use of insecticide treated bed nets
1.2 Embark on public awareness campaign on good environmental and sanitation practices
2.1 Document findings on the state of malnutrition around the District with special reference to possible stilton to the problem
2.2 Advocate for support for nutritional programmes

Good Governance
GOAL: To ensure efficient management and financial administration of the District
Objective
1. To intensify revenue mobilization
2. To intensify capacity building of management personnel
3. To improve transparency in local governance
4. To effectively co-ordinate and support decentralized departments
Strategies
1.1 Organize training workshops for revenue collectors
1.2 Provide incentive packages for revenue collectors
1.3 Prosecute tax evaders
1.4 Intensify public education campaign on revenue generation
1.5 Update register on regular basis
1.6 Put in place on effective monitoring scheme
1.7 Expand revenue base
1.8 Prompt payment of commission to revenue collectors
1.9 Provision of adequate working tools
2.1 Support the District Assembly staff and Assembly members to go on short courses
2.2 Organize best work award as a source of motivation
3.1 Support the operations of the civil society organization and the civic union
3.2 Organize periodic public meetings to share information on the progress of the District with citizens and the media
4.1 Organize regular meetings with Decentralized departments to share ideas
4.2 Provide conducive working environment
4.3 Provide residential accommodation for the decentralized staff.
Goal two: Enhance community participation in decision making and implementation
Objectives: To make sub-district structures more functional
Strategies
1. Cede appropriate revenue items area and urban councils
2. Define or clarify roles of sub-district structure
3. Provide office accommodation for 2 no. Area Councils
4. Train and retrain staff of Area Councils.
Goal Three: Improve upon the security situation in the District
1. Provision of logistics for the police to maintain law and order
2. Formation and resourcing of community watch committee
3. Rehabilitate 2 No. Police Stations
4. Rehabilitate 1 No. Magistrate Court
5. Rehabilitate 1 No. Fire station.
Goal four To alleviate the suffering of the vulnerable and promote the rights of the child
Objective:
1. To improve upon the living condition of the vulnerable in the society
2. To reduce the high incidence of child abuse
