Government re-scopes district economy markets into two phases

The Minister for Local Government, Chieftaincy and Religious Affairs, Mahama Ayariga, says the government has re-scoped the District Economy Market Programme, also known as the 24-Hour Economy Market, into two phases to ensure faster delivery and a more structured financing arrangement.

According to the Minister, Phase One will focus on the construction of market stalls, sheds and other essential commercial spaces, while Phase Two will provide social amenities, including police and fire stations, as well as other facilities that may be incorporated into the markets.

Speaking at the government’s accountability series, Mr Ayariga said Phase One is expected to be completed by 2028, while Phase Two will commence in subsequent years under the same District Assemblies Common Fund financing arrangement.

He added that the projects are currently at various stages of construction across all 261 Metropolitan, Municipal and District Assemblies (MMDAs).

The Minister also disclosed that the government has established a committee to assess the pace and quality of work on the projects. He warned that contractors who demonstrate a lack of capacity to execute the projects will have their contracts terminated and reassigned to more competent contractors.

Meanwhile, negotiations have been concluded to facilitate the completion of Phase Two of the Kumasi Central Market, popularly known as the Kejetia Market, with the aim of improving socio-economic activities within Kumasi’s central business district.

The project, which is approximately 60 percent complete, has stalled for the past two years. However, Mr Ayariga said negotiations with the contractor have now been concluded, while the Finance Minister has also given assurances that the necessary support will be provided to ensure its completion.

The Local Government Minister further disclosed that the Ministry of Finance has given the green light for proceeds generated from Phases One and Two of the facility to be used to commence Phase Three of the project.
