Settlements/Communities in the Central Tongu District Assembly The population of each of the communities except Adidome and Mafi Kumase according to 2010 PHC is less than 5,000 in Central Tongu making the District rural settlements. There are 27 Electoral Areas with over 216 communities in Central Tongu.

These communities include Central Adidome, North Adidome, Old Bakpa, Awadiwoe-kome, New Bakpa, Bakpa Avedo, Bakpa Gafatsikope, Devime, Mafi-Divime, Avakpedome, Mafi Avedo, Mafi-Anfoe, Mafi-Mawoekpor, Kpedzeglo, Mafi-Agoe, Agorve, Noegbedzikope, Dzogadze, Tsakpo, Gidikpoe, Kpoviadzi, Mafi Tsati, Mafi Wudukpo, Mafi-Kumase, Sasekpe, Mafi Yingor (Zongo) Mafi-Fiekpe.

Though largely unplanned, physical development of structures are situated along the main road networks linking the community with others. This building pattern may be due to accessibility and proximity to farmlands and other basic socio-economic facilities.


This results in merging of two or more communities especially within the enclave of Mafi-Kumasi Area Council. As a result of this system, the communities can share higher order common public goods such as market (at Mafi-Kumasi and Avedo) and Second cycle institutions (Mafi-Kumasi Senior Secondary Technical School and Adidome Senior High).

The adverse effect of this is that there is pressure on existing lower order services such as basic schools and CHPS compounds among others. To response to this, the Assembly provided these facilities to communities with priority on thresholds resulting in clustering of these amenities within highly dense population areas


The Scalogram is used to explain the relationship between settlement of population and functionalities of settlements at one end and the various settlements at the other end. Services and infrastructure are unevenly distributed in the District. Services are mostly located in the capital, Adidome and other communities such as Mafi-Kumase.

Hierarchically, the settlements with most functions are generally at the peak whiles the settlements with the least functions are at the base. Base on this analysis, settlements are put in first and second order settlement respectively whiles the rest are second and third order settlements. This is due to their number of functions they provide to each community represented in the analysis table below.


Road Network

The road network in the District is fast improving. There are First and second class roads link major communities within the District and also to the industrial centre of Accra and Tema. The bitumen surface roads in the District are the Adidome town road to Sogakope to Adidome to Ho road.

The AdidomeVolo-Juapong feeder road is another major outlet for the District. In addition to these are a number of feeder roads that link major farming areas to market centres at Adidome, Mafi Kumasi and others. The District can also be accessible through the Volta River; and this is mainly through the use of small boats and the launch. This makes room for smooth transport of goods and people to and from the District to nearby Districts.


Transport Related Revenue All commercial drivers belong to a union in the District before they can operate, this has led to the formation of transport operator groups. These unions by law require that they pay Route Permit fee before they can operate. This invariably serve as a revenue source has led in the Assembly`s revenue. The corresponding effect is that there have not been sales of commercial licenses, stickers and embossment in the District.
