The visit to the Assembly followed earlier correspondence regarding the spillage exercise. During the meeting, the Authority’s team presented the official flood map to the DCE, highlighting communities along the Black Volta River that are most vulnerable to flooding.
Mr. Jakpa Abdul-Ganiu Adamu, a Hydrologist with the Authority, explained that officials are engaging district assemblies with communities located downstream of the dam.
“Our hope is that these local authorities will actively support the dissemination of information to residents ahead of the spillage,” he stated.
He noted that certain human activities, including illegal farming and galamsey (artisanal small-scale mining), weaken riverbanks and disrupt the natural flow of the river. According to him, these activities increase the vulnerability of communities to flooding, even during moderate spillage events.
Mr. Adamu also expressed concern about the tendency of some residents to ignore early warning signs.
“It is difficult to get people to heed alerts about possible flooding. Many assume that because they have lived in these communities for a long time, they can cope with the situation. However, we understand the serious danger this poses,” he said.
To address the challenge, he indicated that the Authority has decided to involve local leaders, particularly Assembly Members, to help convey safety messages directly to households.
He added that the discussions and data shared with duty bearers at the assembly level would support future planning efforts, especially as populations along the river corridor continue to increase.
During the briefing, the DCE disclosed that the Assembly had already deployed officials to conduct preliminary assessments and begin implementing measures aimed at protecting residents and minimising the impact of the spillage on riverside communities.
The measures, he said, include identifying evacuation centres, pre-positioning relief items, and intensifying community sensitisation efforts in collaboration with the National Disaster Management Organisation (NADMO).
The Bui Dam Authority has therefore advised residents living in low-lying areas to remain vigilant, avoid farming or settling on floodplains, and promptly report any signs of rising water levels to their local Assembly Members.
