Development goals and objectives

 Introduction

This chapter seeks to identify the development focus, goal and objectives, as well as the strategies required in achieving the set objectives of the South Dayi District under the prioritized thematic areas of the Medium Term Development Policy Framework (2010-2013).

Development Focus

The overall development focus or theme of the District is wealth creation and poverty reduction through the provision of the needed infrastreucture and human resource.  In order to create wealth and reduce poverty, the focus of development of the South Dayi District Assembly within the plan period (2010 – 2013) is in order of the District priority:

• Agriculture Modernization
• Human Resource Development
• Development of Production Infrastructure
• Transparent and Accountable Governance
• Improvement and Sustenance of Macroeconomic Stability
• Reducing poverty and income Inequalities
• Sustainable Partnership between Government and the Private Sector

DEVELOPMENT PROGRAMMES

 
Poverty profile and mapping was carried out as one of the requirements by the NDPC guideline for the preparation of the 2010-2013 DMTDP. During the exercise, the major poverty issues considered by the various stakeholders and perceived by them included definition of poverty, manifestations and indicators of poverty, causes of poverty as well as coping mechanisms, potentials and constraints of the poor.

The outcome of the exercise was the identification of tentative poverty pockets drawn out based on the availability and level of access of people in the area to certain basic facilities and services.

They include level and ease of accessibility to these facilities:
- Health
- Sanitation
- Water
- Education

Monitoring and Evaluation

Monitoring

Project implementation monitoring formally commences as soon as actual implementation of a project starts. It normally purported to track progress of work, cost effectiveness, timeliness as well as specifications.

The District Assembly has the ultimate authority to monitor the implementation of the various programmes and projects of the plan so as to achieve the desired objectives.

The various sub-committees in place, particularly the following, should from time to time also monitor the implementation of the projects:
•    Development Planning Sub-committee
•    Social Services
•    Works
•    Finance and Administration

Other stakeholders in the plan are the Town/ Area Councils, particularly the Councilors and projects implementation committees which will be tasked to monitor at the local level.
The monitoring exercise should therefore rely on a co-ordinated approach where all relevant stakeholders are proactive to harness all individual efforts together for the attainment of the plan objectives.

Evaluation

The District Assembly must endeavour to play the supervisory role in ensuring that the projects are evaluated in a participatory manner in consultation with the Town/Area Councils. This could be carried out at specific periods during implementation or at the end of theproject. The logic behind this is to find out if the approach adopted was effective and efficient in achieving the desired results. The lessons learnt could be applied in projects which are akin to these
