Introduction

The annual action plans detailed the activity to be undertaken, where, by who at what time and at what cost. This Development Plan contains the annual plans for the four year period within which this plan will be operational.

Annual Action Plan for 2010

Improvement and Sustenance of Microeconomic Stability

Goal: To create the enabling environment for increased private sector participation and investment in the local economy to increase fiscal resource mobilization for development
Objective 1: To increase fiscal resource mobilization annually by 25%

Development of Production Infrastructure

Goal: To promote good health and economic well being of the people through the provision of potable water, improvement in environmental sanitation and waste management and promotion of physical accessibility to facilities and services by rural communities

Objective 1: To provide and extend potable water to cover 90% of the population, improve environmental quality and increase access to facilities and services.

Accelerated Agriculture Modernization and Agro-Based Industrial Development

Goal: To modernize agriculture to increase productivity through the development and adoption of appropriate irrigation schemes to improve farm earnings to reduce poverty especially among food crop farmers.
Objectives: To increase and expand agricultural productivity in the District by 20% within the plan period.

Sustainable Partnership between Government and the Private Sector

Goal: To promote private sector involvement in the development of the District, for job creation and income generation towards poverty reduction
Objectives: To promote and create productive employment opportunities in all sectors through government and private sector initiatives

Developing Human Resource for National Development

Education

Goal: To improve, provide and increase physical accessibility to basic social infrastructure and programs that would result in obtaining quality of life of the people.
Objectives: To achieve 80% performance in BECE by 2013  

Transparent and Accountable Governance

Goal: To strengthen the Assembly’s capacity in local governance and decentralization for effective service delivery
Objective 1: To strengthen functional relationship between the Assembly, its members and citizens

Objective 2: To promote district level planning and budgeting involving all stakeholders through a participatory process 

Objective 3: To improve the capacity of security agencies to provide internal security for human safety and protection.

Objective 4: To empower women and mainstream gender into the socio-economic development of the district

Objective 5: To identify and equip the vulnerable and excluded with employable skills by 2013

educing Poverty and Income Inequalities

Goal:  To reduce the high incidence of poverty and income inequalities especially among women, food crop farmers and the vulnerable by 2013
Objectives : To promote income generating opportunities for 800 people in the core poor group (including women and food crop farmers) by 2013
