Development of questionnaire and manuals

For effective data collection, there is the need to design appropriate documents to solicit the required information from respondents. GSS consulted widely with main data users in the process of the questionnaire development.

Data users including MDAs, research institutions, civil society organizations and development partners were given the opportunity to indicate the type of questions they wanted to be included in the census questionnaire.

Documents developed for the census included the questionnaire and manuals, and field operation documents. The field operation documents included Enumerator’s Visitation Record Book, Supervisor’s Record Book, and other operational control forms.

These record books served as operational and quality control tools to assist enumerators and supervisors to control and monitor their field duties respectively.
