OHLGS honored selected RCCs and MMDAs for outstanding performances
The Office of the Head of the Local Government Service (OHLGS) has honored three (3) Regional Coordinating Councils (RCCs) and ten (10) Metropolitan, Municipal and District Assemblies (MMDAs) with citations and plaques for their outstanding performance in the 2021 LGS Performance Contract assessment.

These RCCs and MMDAs were outstanding among Sixteen (16) RCCs and Two Hundred and Sixty (260) MMDAs that participated in the Signing of the 2021 contract assessment. The number of MMDAs excluded the Buem District Assembly that was newly created and did not take part in the signing of the 2021 Performance Contract.
The Volta Regional Coordinating Council came first in the RCC category, a position they have held onto for 3 consecutive years. They were awarded with a citation and plaques. The second and third in the RCC category were Eastern and Bono East Regions respectively. They were also duly honored with citations and plaques.
In the MMDA category, La Dade-Kotopon Municipal Assembly was adjudged the overall best MMDA.
The Tema West Municipal Assembly placed second and Effia Kwesimintsim Municipal Assembly came third. The 4th to 10th positions went to Kwahu West Municipal Assembly, Mampong Municipal Assembly, Afigya Kwabre North District Assembly, Oforikrom Municipal Assembly, Asokwa Municipal Assembly, Sene West District Assembly and Tema Metropolitan Assembly respectively.
The assessment was based on seven (7) Key Performance Areas (KPAs) consistent with their respective mandates as expressed in their planned activities. The KPAs included General Administration; Human Resource Management; Financial Management and Reporting; Infrastructure; Social Service; Economic Development and Environment and Sanitation.
The assessment of the 2021 Performance Contract implementation across the 16 RCCs and 261 MMDAs was funded by UNICEF.
The awards were presented on behalf of the Head of Local Government Service, Engineer Dr. Nana Ato Arthur by Directors of the Office of the Head of Local Government Service (OHLGS) who were present in the various regions for the 2022 Performance Contract Assessment.
The Performance Contract is part of a Performance Management System (PMS) instituted by the LGS in 2015 to improve performance, enhance productivity, develop competencies, increase job satisfaction and achieve the full potential of all staff in the Service in line with the Local Governance Act, 2016 (Act 936).
