Offinso North Assembly Accounts to Citizens at First 2025 Town Hall Meeting

The Offinso North District Assembly in the Ashanti Region has held its first Town Hall Meeting for 2025 at Akumadan, providing residents with an update on its activities and outlining its development plans for the year.

The meeting, organised in accordance with the Local Governance Act, 2016 (Act 936), formed part of efforts to promote transparency, accountability, and citizen participation in local governance.

The event was attended by the District Chief Executive (DCE), Hon. Caesar Ofosu Acheampong; the Presiding Member, Hon. Charles Abugri; the District Coordinating Director, Mr. Fiattor K. Vennuye; heads of departments; traditional authorities; and community members. Officials from the Electricity Company of Ghana (ECG) were also present to address concerns regarding intermittent power supply in the district.

Addressing participants, Hon. Acheampong underscored the importance of accounting to the people in a participatory democracy, stressing that transparency and accountability are essential to effective governance.

He noted that the views, suggestions, and development priorities of residents play a critical role in shaping the Assembly's development agenda and improving living standards. According to him, Town Hall Meetings provide a constitutionally mandated platform for citizens to contribute to decision-making and local development planning.

The DCE highlighted key achievements of the Assembly, including the reshaping and maintenance of roads, rehabilitation of schools, provision of potable water, construction of Community-based Health Planning and Services (CHPS) compounds, and the supply of furniture to public schools.

He identified sanitation as a major development priority and announced that the Assembly would intensify the enforcement of monthly clean-up exercises to ensure a cleaner environment and improve public health.

On development financing, Hon. Acheampong disclosed that the district had received GH¢14,386,228.25 as its allocation from the 2025 District Assemblies Common Fund (DACF). He said the funds would be used in accordance with national guidelines, with priority areas including health infrastructure, educational facilities, boreholes, sanitation projects, school furniture, administrative support, legacy projects, and the proposed 24-hour economy market.

Touching on revenue mobilisation, the DCE revealed that the Assembly had generated GH¢908,725.12 in Internally Generated Funds (IGF), representing 95.69 per cent of its projected annual target of GH¢949,725.50. He added that additional measures were being implemented to improve revenue collection and support the district's development agenda.

He called on government agencies, traditional authorities, community leaders, and residents to work together to address sanitation challenges and promote sustainable development.

During the open forum, participants raised concerns about educational and health infrastructure, poor road networks, intermittent electricity supply, water challenges, inadequate toilet facilities, sanitation issues, and increasing cases of drug abuse.

Responding to the concerns, heads of departments and ECG officials provided explanations and updates on ongoing interventions.

In his closing remarks, Hon. Acheampong expressed appreciation to participants for their active involvement and constructive contributions. He assured residents that the Assembly would continue to address the issues raised through its development programmes and urged them to support local development efforts by paying their taxes and complying with Assembly bye-laws.
