The development focus/framework helps define and clarify the strategic direction, the municipal   is over a period of time. This should take into cognizance the internal uniqueness of the district vis - a - vis the external environment within which the Municipality is located. Thus the  Assembly development focus outlines the competitive/strategic advantage of the Municpal in relation to its natural and man made resources. This brings out the uniqueness of the Municipality provides the development direction most suitable and makes the Municipality distinct from other surrounding districts.

The development focus therefore outlines the vision and/or mission statement, broad strategies, goals and strategic objectives. These elements provide a sense of direction and clarity of purpose. The Hohoe Municipal Assembly outlined its mission statement thus.
