Social Protection Programmes for the Vulnerable, Marginalized and the Excluded

The Department of Social Welfare and Community Development takes the lead role in the Metropolitan Assembly’s efforts to promote poverty reduction and ensure income security amongst the vulnerable, marginalized, and disadvantaged groups. Again, the Department works in collaboration with all Social Service agencies, including the Ghana Health Service, Ghana Education Service, DOVVSU, Prison Service, Legal Aid, CHRAJ, NGOs, Media, and the general public.

The Metropolitan Assembly has carried out activities like maintenance of children, child custody, paternity, family reconciliation, supervision of daycare centers, registration of NGO’s, income generation for rural women, community-based rehabilitation, hospital welfare services, out of school youth programmes, LEAP for the aged, etc.

The function of the Assembly to protect the vulnerable, marginalized, and excluded in society are categorized under four main programs which are;

Community Care
LEAP

Community development programs

Within the plan period, the Assembly plans to work towards achieving the objectives of the Ghana National Household Registry (GNHR) initiative to create a single national household register, a database of the poor and vulnerable households. This will ensure the compilation of a credible database of the poor and vulnerable in Ghana to make it easy for social protection programs to target beneficiaries and also increase transparency and accountability in the targeting of the poor or vulnerable.

The Assembly further plans to build the capacity of the Metro Social Protection Committee (MSPC) to support needs identification concerning social protection, collect data on all social protection interventions in the localities including those by, NGOs, CSOs, traditional authorities, private sectors, social groups and associations to generate a holistic picture of local social protection.

Job Creation

Nations Builders Corps (NABCO) employed 1,075 unemployed young graduates. This has helped reduce the unemployment rate in the metropolis and is a clear effort by the Government towards achieving SDG Goal 8, Target 8.6; substantially reduce the proportion of youth not in employment, education, or training by 2020 and Target 8.5 achieve full and productive employment and decent work for all women and men, including for young people and persons with disabilities, and equal pay for work of equal value by 2030.

Efforts within the planning period will focus on job creation especially for females the vulnerable and excluded people. It is expected that about 2,000 selected young women between the ages of 18 to 35 would receive short term technical skills training and be equipped to start working in selected market-relevant and high demand occupations which are currently male-dominated like an automotive mechanic, automotive electrical, welding, and fabrication technology, electronics electrical installation solar installation computer hardware/coding/networking. And others like drone technicians tiling, steel bending, aluminum and glass fabrication, and POP. The Assembly will collaborate with The World University Service of Canada and other stakeholders to implement this programme.

Other job creation ventures for the vulnerable groups within the medium term will focus on training in Agro-processing and production crafts, clothing, and textiles industrial training. This will be carried out under the Ghana Employment and Social Protection (GESP) Programme

The above initiatives together with the revitalization of the existing artisan's enclave ‘Kokompe’ at Takoradi and Sekondi by increasing the number of garages at the sites and improving conditions by adding drains and bridges roads water and bath and changing rooms and other facilities will create the needed congenial environment for artisanal business to flourish. In addition, the assembly would develop a modern garage at Kansaworodo Other activities earmarked to boost employment generation include the following:
1. Development of craft village (Centre for National Culture)
 2. Redevelopment of Sekondi Market
 3. Butuah Recreational/Amusement and water park
 Efforts would be directed to enhancing SME business development and promotion by supporting stressed businesses with training, provision of credit facilities and equipment
