Fee Hike Ban: GTEC Ordered to Rein In Universities
The Minister of Education Haruna Iddrisu has directed the Director General of the GTEC to issue a consequential order to tertiary schools not to take advantage of the "No-Fee-Stress" policy to increase fees.

Appearing before the Public Accounts Committee of Parliament on Monday, November 3, 2025, the Minister revealed that he has seen some schools increasing their fees because the government is absorbing the fees.
"We won't accept it, so make sure you issue consequential instructions to your schools not to take advantage of that".
Describing the "No-Free-Stress" policy as the most impactful social intervention by President Mahama, he said it must be handled to achieve its intended purpose.
He said he is before parliament seeking a review of the Ghana Scholarship Authority with the hope that in future, the Ghana Student Loan Trust Fund and the Scholarship Authority can relate.
Mr. Haruna Iddrisu affirmed that his view is that the country should earmark 2.5 percent of oil revenue for human capital development and human resources development; "so that into the future, we could have what pertains in Sri Lanka - a Ghana Bursary and Scholarship Authority so that one will be responsible for bursaries to pay it to "No-Fee-Stress" category of persons".
He argued that "if in September, October, November, the Minister of Finance is not able to release the money for student loan trust, it defeats the purpose of the intervention; you are asking the students to go and borrow to pay, and it is the same student who is in need and who doesn't have the support, who is in dire urgent need of it; so earlier releases can be useful and supportive", he added.
