Nana Ato Arthur questions rationale behind early reshuffle of MMDCEs
Ing. Dr. Nana Ato Arthur, a former Head of the Local Government Service, has questioned the rationale behind the government’s decision to consider reshuffling Metropolitan, Municipal and District Chief Executives (MMDCEs) less than a year after they assumed office.

His comments follow a warning by the Minister of Local Government, Chieftaincy and Religious Affairs, Ahmed Ibrahim, that MMDCEs who fail to perform effectively will be dismissed by March 31, 2026.
The Minister cautioned that government would not tolerate poor performance or lackadaisical attitudes among its appointees, stressing that MMDCEs are expected to prioritise the implementation of government policies and programmes at the district level.
Speaking in an interview with Ghanadistricts.com, Ing. Nana Ato Arthur, who previously served as District Chief Executive for the Komenda-Edina-Eguafo-Abirem (KEEA) Municipality and later as Central Regional Minister under former President John Agyekum Kufuor, questioned the basis for any early reshuffle.
He argued that MMDCEs require adequate time to settle into their roles, understand the dynamics of their districts, and effectively execute their mandates.
According to him, decisions to dismiss MMDCEs should be based strictly on proven incompetence and not on speculation, public pressure, or hate speech from sections of the populace.
Ing. Dr. Nana Ato Arthur urged the government to be tactical and measured in handling matters of such national importance, warning that a rushed removal of appointees may not serve the best interests of the government or the country as a whole.
