EDUCATIONAL SECTOR

The Municipality has 29 Nurseries/Kindergarten, 33 Primary Schools (19 Public and 14 Private) and 20 Junior High Schools. The Winneba Senior High School is the public second cycle institution. There is one major tertiary institution; the University of Education, Winneba which has its main campus in Winneba with Campuses at Kumasi and Mampong. There is also the National Sports College of Winneba where sports personnel (Football, Sportsmen and Women) received advanced training the specialized fields and disciplines.


The basic schools in the Municipality, like several others in the Central Region, face problems of inadequate facilities such as furniture, classrooms and toilets. There are also inadequate supply of textbooks and other teaching aids. Most of the schools are without libraries. In general, the teaching and learning environment is not very conducive thus adversely affecting performance.


School Enrolment

In 2010, the enrolment level in the Municipality for Nursery, KG, Primary JHS and SHS was 20,761. The proportion of male enrolment was 51.2 percent with 48.8 percent being female for all levels.  The proportion of female enrolment at the Senior High School level was 56.9 percent as compared to 43.1 percent for males. In 2013 enrolment for all levels was 30,934 representing 49 percent increase in enrolment from 2010.


Higher Education

University Of Education Winneba


The University was created from existing educational facilities, Advanced Teacher Training College (ATTC) which was also the Kwame Nkrumah Ideological Institute. This was transformed into University College of Education and in the year 2004, it attains an autonomous status of a University with satellite campuses or Colleges at Mampong and Kumasi both in the Ashanti Region. 

In Winneba the University has three campuses viz;

•  The South Campus- Mainly for Science, Mathematics and Arts students located near the beach.
•  The Central Campus in the centre of the town- Mainly for Musicstudents. It was formerly the National Academy of Music. It was then the only academy of music in Africa.
•  North Campus located close to the entrance to the town- Mainly for Social Sciences, PE and Health Science, Home Economics and Arts students. It was formerly a Specialist Training College. This University with several campuses is unique in Africa.

The National Sports College

This is the first of its kind in Africa where sports disciplines are taught.

Capitation Grant


This policy has drastically increased enrolments in the Municipality. This calls for the construction of more school buildings and the provision of furniture. Since the  inception of the programme, an amount of GH?572,852.20 has been released for the implementation of the programme.

Free School Uniforms

The Effutu Municipal Educational Directorate took delivery and distributed a total of 4,299 school uniforms for basic schools. This was supplied by the Central Government for the implementation of Free Uniform Programme in the Municipality.

Examination Performance By Sex

Performance levels have been increasing steadily from 48.40% in 2009 to 62.90% in 2011. It is also noted that the number of candidates sitting for the examination have dropped from 1,190 in 2009 to 896 in 2011. 
The gender performance of students who passed indicates that twenty-six percent (26%) male candidates passed as compared to Nineteen percent (19%0 of female candidates in the BECE in the Municipality.


The Municipal Assembly is putting emphasis in enrollment drive activities more especially the girl-child.In 2011, the number of female decrease from 211 to 173 whiles for male it increase from 71 to 81 with 68% and 32% respectively. Male enrolment drive is required to bridge the gender disparity in Non-Formal Education to ensure high literacy rate amongst the Adult. The pattern shows since 2006 the Assembly is a male dominated Assembly .It is very important to develop more programme to encourage females to participate in local governance and decision making in the Municipality.
