INTRODUCTION

The 2022-2025 District Medium Term Development Plan (DMTDP) for the Bolgatanga East District is hinged on the Long-Term National Development Policy Framework (LTNDPF) which spans from 2018 to 2057. The LTNDPF is been implemented through a series of 4-Year Medium-Term Development Plans (MTDPs).


The first set of four years of the LTNDPF was implemented from 2018 to 2021. In this direction, it is imperative that the Bolgatanga East District Assembly prepares a plan covering the next four years using guidelines provided by the National Development Planning Commission in accordance with Sections 1(2 to 4), 11 of the National Development Planning (System) Act 1994 (Act 480), Sections to 13 of the National Development Planning (System) Regulation, 2016, LI 2232, Sections 83 (1a-h), 3, 4) and 86 (1- 4) of the Local Governance Act, 2016 Act 936.

Chapter seeks to review the performance of the immediate past plan (2018-2021) to identify success stories and gaps that would inform the next line of development action in the ensuing chapters. Additionally, this chapter is supposed to give a snapshot description of the District in the form of the presentation of the existing situation.

Vision, Mission and the Role of the District Assembly
Vision Statement

The Bolgatanga East District Assembly envisages a district where every person will exist in freedom through popular participation and effective use of its natural and human resources for socio- economic development.

Mission Statement

The Bolgatanga East District Assembly exists as a Local Government Authority that seeks to improve the living standards of the people in an acceptable environment, through effective and efficient resource mobilization, co-ordination and management for enhanced productivity and development.

Functions the District Assembly

MMDAs have multiple and varying functions. For the purposes of the MTDP preparation process the functions of the District as it has been stated in section ten (12) in the Local Government Act, 2016, Act 936, are as follows Subject to this Act, a District Assembly shall exercise political and administrative authority in the District, provide guidance, give direction to, and supervise all other administrative authorities in the district.

2. For the purpose of subsection (1) and (2) of this section, a District Assembly shall exercise     deliberative, legislative and executive functions.

3. Without prejudice to subsections (1) and (2) of this section, a District Assembly shall:

a. be responsible for the overall development of the district.

b. formulate and execute plans, programmes and strategies for the effective mobilization of the resources necessary for the overall development of the district;

c. promote and support productive activity and social development in the district and remove any obstacles to initiative and development;

d. initiate programmes for the development of basic infrastructure and provide District works and services in the district;

e. be responsible for the development, improvement and management of human settlements and the environment in the district;

f. In co-operation with the appropriate national and local security agencies be responsible for the maintenance of security and public safety in the district;

g. Ensure ready access to courts in the district for the promotion of justice; h. Initiate, sponsor or carry out such studies as may be necessary for the discharge of any of the functions conferred by this Act or any other enactment; and  Perform such other functions as may be provided under any other enactment.

4. Subject to this Act and to Government policy it shall be the responsibility of a District Assembly to take such steps and measures as are necessary and expedient to:

a. execute approved development plans for the district;

b. guide, encourage and support sub-district local government bodies, public agencies and local communities to perform their roles in the execution of approved development plans;
c. initiate and encourage joint participation with other persons or bodies to execute approved development plans;
d. promote or encourage other persons or bodies to undertake projects under approved development plans;
e. monitor the execution of projects under approved development plans and assess and evaluate their impact on the people’s development, the local, district and national economy.
5. A District Assembly shall co-ordinate, integrate and harmonize the execution of programmes and projects under approved development plans for the district and other development programmes promoted or carried out by Ministries, Departments, public corporations and other statutory bodies and non-governmental organisations in the district
6. A District Assembly shall in the discharge of its duties shall:
a. Be subject to the general guidance and direction of the President on matters of national policy; and
b. Act in co-operation with the appropriate public corporation, statutory body or nongovernmental organisation.
