He made the appeal during an official working visit by the Head of the Local Government Service (LGS), Professor Lord Mensah, to the Mion District Assembly at Sang.
Welcoming the delegation, Hon. Moabalyn highlighted the Assembly’s development achievements since 2025, including the construction of six classroom blocks, the provision of more than 1,000 pieces of school furniture, three fully furnished Community-based Health Planning and Services (CHPS) compounds and 10 mechanised boreholes.
He also cited the Assembly’s collaboration with development partners in areas such as water provision, child protection, social protection and gender-related interventions.
Despite these achievements, the DCE identified ageing official vehicles, inadequate office accommodation and ICT equipment, the absence of staff bungalows and critical staffing shortages in key departments as major challenges affecting the Assembly’s operations.
He therefore appealed for support to construct an Assembly annex block, provide two new pickup vehicles, deploy additional personnel to understaffed departments and expedite staff promotions and capacity-building programmes.
LGS Head stresses professionalism and accountability
Addressing the gathering, Professor Mensah urged staff of the Local Government Service to uphold professionalism, discipline, punctuality and political neutrality in the performance of their duties.
He emphasised that effective local governance depended on the competence, commitment and accountability of public servants.
The Head of Service also urged Human Resource officers to maintain accurate staff records and called on Regional Coordinating Councils (RCCs) and Metropolitan, Municipal and District Assemblies (MMDAs) to prioritise continuous training and the equitable redistribution of personnel to address staffing shortages.
He identified departments such as Social Welfare, Births and Deaths, and Agriculture as areas requiring particular attention to ensure effective service delivery.
Professor Mensah further stressed the need to provide staff with adequate working tools, office space and logistical support, while encouraging the establishment of workplace crèches to improve staff welfare.
He cautioned staff against absenteeism, workplace harassment, alterations to official dates of birth and the bypassing of established administrative communication channels.
The Head of Service announced plans to provide free internet connectivity to RCCs and MMDAs from 2027 to improve communication, access to digital resources and administrative efficiency.
The initiative is expected to support the digitalisation of local government operations and facilitate more efficient coordination among local government institutions.
The visit formed part of Professor Mensah’s nationwide working tour to assess staff welfare, identify operational challenges and strengthen the capacity of local government institutions to deliver effective public services.
