A look at the qualities, role and criteria for selection of DCEs

In the Local Government System, the highest political authority is the Metropolitan, Municipal or District Chief Executive. These are the direct representatives of the President at the local level, and are deemed very important for the implementation and realizations of the government’s policies and programs.

Their role, and quality criteria for selection was considered so important that the draft Local Government Bill, 2016, that was sent to Parliament and was eventually passed as the Local Governance Act, 2016, Act 936, contained in its clause 19 2) ‘Guidelines for the Selection of Candidates for Appointment as District Chief Executives’.
