The Assembly, located in the Western North Region, secured the first position following a nation wide assessment of all 261 MMDAs across the country’s 16 administrative regions. The achievement was announced during a presentation of the assessment findings and rankings by Mr Herbert Apaloo, Programmes Manager, at a ceremony organised to recognise assemblies that demonstrated compliance with public financial management requirements.

The assessment evaluated the performance of the assemblies in key areas, including development planning, composite budgeting, procurement and contracting, accounting and financial reporting, as well as internal and external auditing.

The league table is designed to promote transparency, accountability and the efficient management of public resources within Ghana’s local government system.

Bia East District Assembly placed first in the 2025 rankings, followed by Nkwanta South Municipal Assembly in the Oti Region, which took second place, and Asokwa Municipal Assembly in the Ashanti Region, which placed third.

Krachi Nchumuru District Assembly secured the fourth position, while North Tongu District Assembly placed fifth.

Other assemblies recognised among the top ten performers included South Dayi District Assembly, Asante Akim Central Municipal Assembly, Adansi South District Assembly, Jasikan Municipal Assembly and Tarkwa-Nsuaem Municipal Assembly.

The recognition places Bia East District Assembly among the leading local government authorities in the country in the implementation of public financial management and governance standards. The assessment also recorded an improvement in the overall performance of MMDAs nationwide.

According to Mr Apaloo, the national average score increased from 33 per cent in 2024 to 56.2 per cent in 2025, indicating progress in compliance with public financial management requirements. The number of assemblies that achieved scores of at least 50 per cent also increased from 12 in 2024 to 153 in 2025.

Mr Apaloo attributed the improvement partly to targeted capacity-building programmes and interventions aimed at strengthening the performance of assemblies, particularly those that recorded lower scores in previous assessments.

He expressed optimism that continued efforts to improve institutional capacity and compliance would contribute to better results in subsequent assessments.

The report further indicated that nine regions scored above the national average in 2025, compared with four regions in the previous assessment cycle. The Performance League Table serves as an accountability tool for assessing how effectively local government authorities comply with public financial management laws and regulations.

The findings are expected to encourage assemblies to strengthen their financial systems, improve development planning, ensure proper procurement procedures and enhance the reporting and auditing of public expenditure.

For Bia East District Assembly, the national recognition highlights its performance in the assessed governance and financial management areas and provides an opportunity to sustain the progress made.
