Samuel Nartey George, the Member of Parliament for Ningo-Prampram, said he hopes the Bill will be passed when the House resumes from recess for the second meeting of the second session of the ninth Parliament of the Fourth Republic. Once passed, he is optimistic that the Bill will reach President Mahama’s desk and receive his assent before the year ends.
The Committee on Constitutional and Legal Affairs is currently conducting public engagements on the Bill with stakeholders. The sessions began on Thursday, April 23, 2026, and will conclude on Friday, April 24, 2026. The Bill under review contains essentially the same text as the version Parliament passed on February 28, 2024, which received limited engagement and clarification at the time.
According to Mr. George, 99 percent of the work on the Bill has been completed, covering clauses 1 to 16 and 18 to 19. Only clause 17, which relates to ministerial oversight, remains to be addressed on Friday.
“Just to say we have done the meat of the Bill today, and I extend my gratitude to members of the committee, of which I am a member,” he said.
He noted that the committee has engaged with several civil society organisations, reviewed key issues, and clarified the treatment of intersex persons, which had been addressed in the previous Bill but still appeared ambiguous to some.
“There is no intent to criminalise intersex,” Mr. George stressed. “We have taken steps today to distinguish that properly. We have also distinguished the issue of the rights of the press, media freedom, and platform freedom.”
He explained that the prohibitions on platforms and the issue of adoption have been effectively dealt with. “What I can say is thanks to the committee,” he added.
