Speaking at the Bono Regional Budget Hearing for MDAs in Sunyani, the Minister said the budget process offered an opportunity to assess performance, review development priorities and ensure government policies and community needs are translated into realistic, costed and implementable programmes and projects. He reminded the assemblies to adhere strictly to public financial management, procurement and local governance regulations while preparing their budgets within approved ceilings.

Mr. Akwaboa stressed the importance of strengthening internally generated revenue (IGF), committing at least 20 per cent of IGF to capital projects that directly benefit citizens, and ensuring all procurements are processed through the Ghana Electronic Procurement System (GHANEPS). He also urged the assemblies to prioritise ongoing projects, integrate HIV interventions into development plans and focus on programmes that deliver measurable improvements in residents’ lives.

The Minister unveiled the Bono Regional Coordinating Council’s proposed initiative, “Institutional Transformation for Accelerated Development in the Bono Region,” which seeks to equip public institutions with the tools, logistics and conducive working environments needed for efficient service delivery. He encouraged the assemblies to make budgetary provisions for office equipment, furniture and improved washroom facilities.

“These are not luxuries but necessary investments in productivity, administrative efficiency and improved service delivery,” he said.

He also appealed to the assemblies to provide adequate support to the Regional Coordinating Council through “contributions and protocol” allocations to enhance coordination, monitoring and oversight of development programmes across the region. In addition, he encouraged financially capable assemblies to procure vehicles for revenue officers and replace ageing vehicles used by Coordinating Directors to improve revenue collection, project monitoring and administrative efficiency.

“These investments will strengthen institutional capacity, promote financial independence and improve service delivery,” he added.

Mr. Akwaboa urged the assemblies to approach the budget process with discipline, responsibility and a strong focus on results, stressing that limited resources must be directed towards priorities that deliver the greatest benefits to communities. According to him, strong institutions, effective revenue mobilisation and prudent financial management remain critical to achieving sustainable development across the Bono Region.

The 2027 Composite Budgets, he noted, must be approved by the respective General Assemblies and submitted through the Regional Coordinating Council to the Ministry of Finance by 4 November 2026.

Madam Golda G. Asante, Chief Director of the Bono Regional Coordinating Council, commended the Budget Technical Team from Accra, the Bono RCC and the assemblies for a successful programme. She advised MDA teams to incorporate feedback from the technical team to update their budget documents before submission to the RCC.

She reminded MDA leadership to provide logistics such as printers, computers and photocopiers, and to ensure good sanitary conditions in their washrooms. She also appealed to the assemblies to support the Regional Coordinating Council through “contributions and protocol” allocations to enhance coordination, monitoring and supervision.
