The District Chief Executive, Anne Musah, announced the target during the 2027–2030 Regional Composite Budget Hearings in Navrongo, where she highlighted measures being implemented to strengthen the Assembly's revenue base.

According to her, the Assembly has achieved more than 80 per cent of its 2026 revenue target, following the introduction of strategies to improve collection, particularly on market days.

The DCE explained that when she assumed office in 2025, the Assembly's revenue performance was relatively low, bu measures introduced subsequently had contributed to significant improvements. She said one of the interventions involved deploying Assembly staff to support revenue collectors during market days, a strategy that had improved compliance and collections.

Despite the progress, the DCE acknowledged that property rate collection remained an area with considerable potential for increasing the Assembly's revenue. She said the Assembly would intensify efforts to collect property rates to help achieve the GH¢1 million target proposed by the Upper East Regional Coordinating Council. She noted that strengthening internally generated revenue was essential to improving the Assembly's financial capacity and supporting development initiatives across the district.

Beyond revenue mobilisation, the DCE highlighted ongoing interventions in road infrastructure, water supply and economic empowerment. She disclosed that the Assembly had drilled 20 boreholes in communities across the district and planned to construct an additional 10 to improve access to potable water.

On road infrastructure, she said the Assembly was using equipment provided under the District Road Improvement Programme (DRIP) to reshape deteriorated roads and fill potholes. She acknowledged the support of the Member of Parliament for Builsa South, who had provided fuel to facilitate the operation of the equipment.

The DCE also highlighted economic empowerment initiatives undertaken by the Assembly, including training and support for women's groups to improve their incomes and livelihoods. She described the regional budget hearings as an opportunity for assemblies to assess their performance, identify challenges and improve development planning.

The DCE expressed confidence that improved revenue mobilisation, infrastructure investment and social interventions would help address development challenges and improve living conditions in Builsa South.
