Administrative


The administrative machinery for implementing government’s policies and the development programmes and projects in the Municipality is pivoted around the  Assembly structure. Currently, the  Assembly has the full compliment of the seventy-two (72) Assembly persons including the Municipal Chief Executive and the two (2) members of Parliament.

The Executive Committee and the various sub-Committees of the Assembly are in place and have been performing their required functions. The deliberations of the Executive Committee and the sub-Committees on development issues are captured in the development programmes and projects of the  Assembly.
The present level of consultation with the Sectors, Agencies and the Communities is good.

The Sectors, Agencies and Representatives from the Communities i.c Traditional Authorities, assembly persons. Chairmen of the Urban and Area Councils and Unit Committees Conveners are involved in the decision making of issues, implementation and monitoring of development programmes and projects that concern them. Non Governmental Organisation operating in the Municipality collaborates with the  Assembly.

The minimum required numbers of key personnel for the Municipal Assembly Office, have however been provided. The Municipality enjoys the full compliment of a Municipal Co-ordinating Director. Municipal Development Planning officer. Municipal Budgeting Officer and a M unicipal Finance Officer. Provision for their residential accommodation has however not been fully met. A lot more is required in resourcing by way of equipment and vehicles for officers to be efficient in discharging their duties.

The urban and Area Councils and the unit Committees have been established. Under phase two of the Danish support to Assemblies, a pick-up has been provided for the monitoring of the sub- District structures. However the Urban and Area Councils are not functioning properly because of the non-payment of the salaries of the staff.

The  assembly has a good number of the Decentralized Departments, which co-operate and assist the Assembly in the performance of its functions. The decentralized departments, which are not available, include Forestry, Trade and Industry and Statistical Service. However, the Heads of the Decentralized Departments still owe allegiance to their Regional and National headquarters.

There has not been any appreciable change in official accommodation of some of the decentralized departments. The Assembly Office Complex is being contracted to house the Officers of the Assembly and integrate the Decentralized Departments. However, theMunicipal  Co-ordinating Director needs to intensify his co-coordinating and monitoring roles of the Departments. One major problem of some of the Decentralized Department is lack of means of transport for their mobility
