Ahafo Regional Coordinating Council trains Administrative Officers
The Ahafo Regional Coordinating Council (AhRCC) has trained Administrative Officers in the Municipal and District Assemblies in the Ahafo Region.

The three key facilitators were Mr. Mohammed Alhassan Yakubu, Coordinating Director Asunafo North Municipal Assembly (ANMA) hammered on the General Administrative Procedures in the Local Government Service.
Mr. Samuel Badu Baiden, Coordinating Director Asutifi North District, stressed on the Legal aspects of Local Government Service and Mr. Oliver O. Yeboah, Acting District Coordinating Director (Ag. DCD) Asunafo South District Assembly talked on the Preparations towards interviews.
Mr. Sampson Amoako Kwarteng, Chief Director Ahafo Regional Coordinating Council (AhRCC), welcomed the entire house for honouring the programme. Mr. Sampson in his speech advised that Administrative Officers Association must be formed including Coordinating Directors.
Again, He charged Officers to upgrade themselves academically when the need arises as one day they will rise to become Coordinating Directors.
Mr. Sampson advised Officers not to engage in partisan politics as we are in the political season, he emphasized. Finally Officers were told to be knowledgeable and must be conversant in all the Legal Framework, the protocols, scheme of service and the condition of service.
In the first presentation by Mr. Mohammed Alhassan Yakubu, Coordinating Director Asunafo North Municipal Assembly (ANMA) hammered on the General Administrative Procedures in the Local Government Service.
He said, the L.I. 1961 commenced the operation of the Departments of the Metropolitan, Municipal and District Assemblies (MMDAs) rather than as they functioned as de-concentrated departments prior to the L.I.
He further stated that Administrative Instructions and reporting procedures were issued by the OHLGS to guide districts and departments of the districts per their new organograms.
He added, the departments of the Assembly have been categorized into sectors ; social, infrastructure, economic, environmental, Financial, Administrative, Plan and Budget Sector,he noted.
Mr. Mohammed made it known that with the establishment of the new departments at the MMDAs such as, Human Resource Department, Statistics Department, Birth and Death and Housing Department, District Assembly will now have 17 departments and Metropolitan 20 departments.
He took the officers through the various District, Municipal and Metropolitan Departments organogram and how they function. Mr. Mohammed again briefed the house on the Reporting lines at the MMDAs Level.
He stated that all matters relating to administration shall be reported through the Head of the Central administration department to the Metropolitan, Municipal, and District Coordinating Directors (MMDCD). He finally concluded his presentation on the channel of communication at LG Level and must be followed as such.
Mr. Samuel Badu Baiden, Coordinating Director Asutifi North District, stressed on the Legal aspects of the Local government Services.
He stated emphatically that the legal and Regulatory Framework consist of these but not limited to the following; Local Government Law PNDCL 207 1988, the 1992 4th Republican Constitution of Ghana, Local Government ACT 1993 ACT 462, District Assemblies Election ACT 1994, ACT 437 and among others.
He finally advised Officers to make conscious efforts to obtain personal copies and be familiar with the contents.
The final presentation was done by Mr. Oliver O. Yeboah, Acting District Coordinating Director (Ag. DCD) Asunafo South District Assembly highlighted the preparations towards interviews. He briefed the house on the knowledge and skills necessary for successful promotion interviews within the local government service.
Administrative Officers must understand the promotion process, local government service protocols for promotion, scheme of service guidelines, he added.
He further said, in preparing for the promotion interview one must do thorough research, self-evaluation and mock interviews. In his final presentation, the best practice during the interview is that officers must have presentation skills, communication skills and behavioral competencies.
