NJSMA Approved 2025 Action plan, Budget and Fee fixing

New Juaben South Municipal Assembly held the second ordinary meeting of the second session of the third Assembly to deliberate and finalize its 2026 Action plan and fee-fixing resolution in the Eastern Region. The meeting was held on Thursday, October 30, 2025 at the Assembly’s conference hall.

This is in line with the Local Governance Act 2016 (Act 936) for all Metropolitan, Municipal and District Assemblies to organize at least four Assembly meetings in a year to deliberate on accountability and approve projects for the Municipality, thus, to strengthen the district level with social and economic activities in the country.

The Presiding member, Hon. Nana Yaw Debrah in submission, allowed the chairperson from the different sub-committees of the Assembly to read their report to the house. He also encouraged the Assembly members to cordially work with management of the Assembly for better development in the Municipality.

The Municipal Chief Executive (MCE) in his Sessional Address commended the Honorable Assembly Members, Heads of Departments, and staff for their hard work, unity, and dedication toward the progress and transformation of the Municipality.

The MCE, in line with Section 28(2) of the Local Governance Act, 2016 (Act 936), presented a detailed account of the Assembly’s administrative performance, development achievements, and challenges, as well as its key priorities for the coming year.

On general administration, he stated that the Assembly operated efficiently, with all departments working harmoniously to achieve set goals. He also highlighted the strong collaboration with the Eastern Regional Coordinating Council to ensure full compliance with government policies and directives.

Touching on security, Mr. Owusu Boakye reported that the Municipality remained peaceful and stable during the period under review. The Municipal Security Council (MUSEC), he noted, met regularly to discuss security matters, while cooperation among the Police, Fire Service, and other security agencies contributed significantly to reducing crime.

Regarding sanitation, he reiterated the Assembly’s commitment to maintaining a clean environment in line with the President’s National Sanitation Initiative. He disclosed that plans were far advanced for the procurement of 600 litter bins to reduce indiscriminate waste disposal.

The Assembly also strengthened its partnership with Zoomlion Ghana Limited to enhance waste collection and management.

On revenue mobilization, the MCE revealed that as of the third quarter of 2025, the Assembly had collected GH¢5.49 million out of its GH¢8.29 million annual target, representing 66 percent. He mentioned ongoing plans to expand the revenue database using Geographic Information Systems (GIS) mapping and adopt digital tools to curb leakages and improve efficiency.

Mr. Owusu Boakye also announced that the Assembly had completed the drafting of its 2026–2029 Medium-Term Development Plan after extensive stakeholder consultations. The document, he said, would guide all development interventions in the municipality over the next four years.

Under the District Road Improvement Project (DRIP), he reported that reshaping and grading works had been carried out on several inner roads in Zongo, Anlo Town, and other communities. Drains at the Oti Boateng Roundabout and Appenteng Hall were also desilted to prevent flooding.

He further mentioned the ongoing BizBox Project, aimed at equipping the youth, especially women aged 18 to 35, with vocational skills and business registration support to promote entrepreneurship and self-employment.

Among the development projects currently underway are the construction and furnishing of a CHPS Compound at Agavenya, the building of a six-unit classroom block at Zion (B), and a two-unit KG block at Police L/A School, as well as the drilling and mechanization of several boreholes across the municipality. These projects are being funded through the District Assemblies Common Fund (DACF).

Mr. Owusu Boakye thanked all Assembly Members and stakeholders for their continuous cooperation and commitment. He urged them to remain united and focused on building a cleaner, more developed, and prosperous New Juaben South Municipality for the benefit of all residents.
