It also received 380,967.50 Ghana Cedis as its share of the District Assemblies Common Fund (DACF) as against 1,236,795.64 Ghana Cedis projected within the period.

The assembly therefore exceeded its IGF target by 10.66 per cent and realised only 30.80 per cent of the approved budget.

Mr. Robert Baka Wavei, District Chief Executive made this known at Gwollu in the Upper West Region during the first ordinary session of the assembly at the weekend.

He said the assembly was able to net only 33.6 per cent of its projected revenue for the year and that had affected its capacity to undertake more development projects for 2009.

Mr. Wavei announced that the assembly had been able to collect 25,717.05 Ghana Cedis as its IGF between January and March this year

He identified inadequate human resource and criminal activities as factors that impeded the revenue mobilisation efforts of the assembly.

He tasked the Area Councils to compile a database of revenue items in their jurisdictions and to set targets for raising money.

The District Chief Executive appealed to traditional leaders and assembly members to offer their maximum co-operation in the generation of revenue for development.

Mr. Wavei warned that any revenue collector found to be sabotaging the assembly's income generation efforts would be dealt with.

He said the assembly had received 120,747.66 Ghana Cedis as its fourth quarter share of the 2009 DACF.

Mr. Wavei said the assembly had rehabilitated two nurses' quarters, two classroom blocks and a day care centre at Zini, Duwie and Jeffisi.

The Community Based Rural Development Project had also assisted the assembly in the provision of four teachers quarters at Liero, Kankandule, Niator and Du-West to help attract and retain teachers in the communities.

The District Wide Assisted Programme (DWAP) had supported the assembly with 190.000 Ghana Cedis to construct three unit classroom blocks at Kankandule, Kwalla and Wasai.

Mr. Wavei said the DWAP had increased its assistance for the district to 250,000 Ghana Cedis for 2010 and that would be spent on the provision and furnishing of three classroom blocks and KVIP toilet facility at Buoti, Silbelle, Puzene and Niator.

On education, he said the assembly had been able to support 103 students, comprising four general nursing trainees, 23 health assistant trainees, 12 community nursing trainees and 64 teacher trainees with 100.00 Ghana Cedis each towards their education.

Mr. Wavei said the United Nations Development Programme had assisted in the provision of an Information and Communication Technology (ICT) centres at Gwollu and Jeffisi while the Ministry of Communications had also provided 20 desk top computers for installation in the area.

The assembly had procured 10 additional computers to augment the 20 computers for the smooth implementation of the ICT projects.
