The Presiding Member of the Ashaiman Municipal Assembly, Mr. Emmanuel Nikoi Dsane, has advocated for the appointment of experts as government appointees to serve in district assemblies.

The Presiding Member of the Ashaiman Municipal Assembly, Mr. Emmanuel Nikoi Dsane, has advocated for the appointment of experts as government appointees to serve in district assemblies.

He said the present situation where people are appointed based on political affiliations is hampering development as most of them lack the technical expertise that can be put on bear to propel developments in the districts.

“The brain behind government appointees serving at district assemblies is gradually being lost, and the earlier we rise up to correct the situation the better”, he added.

He noticed that with the bottom up approach being adopted for the district assembly concept where the citizens are consulted for their inputs for development, it would be suicidal if the very individuals to explain technical issues to them are lacking.

Mr. Dsane speaking on the tenure of PMs said the 2 years should be made four years to correspond with that of assembly members. In addition, the office of the Presiding Member should be made permanent; that is they should be put on salaries and given well equipped offices where they will work everyday of the week in order to achieve efficiency.

He did not also mince words in calling for better remuneration as well as resourcing the assembly members to motivate them to perform well.

The PM however expressed dissatisfaction at the level of revenue mobilization in the municipality where he recognized that a number of businesses have failed to pay the assembly what was due it but added that the assembly is taking measures to sensitize the public before instituting punitive measures.
