While the overall mood of the community is one of resilience and cooperation, residents and businesses report incidents of armed robbery, assaults, and fraud across various neighborhoods. Analysts point to factors such as uneven police visibility, the expansion of informal settlements, and gaps in street lighting as contributing elements. Compounding these concerns, land disputes and multiple sales of parcels continue to generate tension in some districts, underscoring the need for clear land governance and robust community engagement.

The security agenda for the plan period centers on a multi-faceted strategy designed to deter crime, improve response times, and foster trust between residents and authorities. A cornerstone of this plan is the expansion of street lighting across key corridors and strategic areas. Improved illumination is widely recognized as a deterrent to crime and a critical aid to pedestrian safety, particularly in densely populated neighborhoods and on routes used by commuters at night. In tandem, the Assembly plans to establish or upgrade police facilities, including the construction of new stations and police posts in selected communities where gaps in coverage are most pronounced. These facilities will be equipped to enhance patrols, investigations, and community outreach efforts.

To deepen community vigilance and resilience, AWMA will support the formation of watch-dog committees, empowering residents to work alongside law enforcement in identifying risk factors, reporting suspicious activities, and mobilizing neighborhood watch initiatives. Clear street naming and property addressing systems are also highlighted as essential tools for rapid response by emergency services and for reducing confusion in land transactions. By implementing standardized addressing and improving signage, the Assembly aims to streamline service delivery, support crime prevention, and reduce land-related disputes stemming from misidentification or ambiguity.

Beyond physical infrastructure and community programs, AWMA emphasizes collaboration with security agencies to ensure thoughtful resource allocation and effective governance. The plan includes providing vehicles, logistical support, and other essential assistance to police and security teams, enabling them to extend patrols, reach underserved areas, and respond swiftly to incidents. This collaborative approach reflects a recognition that safety is a shared responsibility—one that benefits from coordinated planning, transparent communication, and sustained investment.

Public institutions, local businesses, and civil society organizations will all play a role in advancing security objectives. The Assembly envisions training programs for community members on personal safety, crime prevention, and conflict resolution, as well as targeted outreach to vulnerable groups to ensure that safety information and services reach everyone. Transparency in reporting crime trends and the outcomes of security initiatives will be a priority, helping to build trust and encourage ongoing citizen participation.

Looking ahead, the success of AWMA’s security plan will depend on proactive planning, measurable benchmarks, and accountable governance. Regular reviews of crime statistics, neighborhood risk assessments, and the effectiveness of street lighting and policing strategies will guide adaptive responses. The Assembly is committed to balancing security with civil liberties and ensuring that interventions respect residents’ rights while promoting a safer, more livable environment for all.
