Ministry of Local Government signs MOU with GIZ
Forty-nine (49) Metropolitan, Municipal and District Assemblies (MMDAs) have signed a Memorandum of Understanding (MOU) in Accra with the Ministry of Local Government and Rural Development (MLGRD) and Land Valuation Division (LVD) under the support of GIZ, to value all properties in the selected Assemblies.

This exercise will enhance the collection of Internally Generated Funds (IGF) through the creation of geo-spatial and fiscal databases, and the provision of additional software to facilitate billing and collection of local revenue, with the support to implement appropriate strategies to increase collection of IGF which include property rates.
At the signing of the MOU, the Minister of Local Government, Hajia Alima Mahama, said “you are aware revenue mobilization is government’s number one priority adding that in the local government system our first commitment to Ghana Beyond Aid goal was to intensify revenue mobilization efforts’’ .
She said various activities lined-up by the Lands Valuation Division towards the implementation of the programme should be carried out well and within the scheduled period which is expected to begin from the first week in November 2019.
One important requirement and legal basis to properly levy property rates is the availability of certified data on the value of properties. Hence, the MLGRD through the support of GIZ Governance Ghana aims to provide all signing districts with the officially approved data on the value of properties within each districts’ boundaries.
The software is also a one stop shop that provides every needed data on revenue mobilization and urged the assemblies to get the software into their system.
The Minister expressed the hope that the assemblies would come someday to say that they did not want the common fund anymore but would rely on their Internally Generated Fund.
