SESSIONAL ADDRESS DELIVERED BY THE MUNICIPAL CHIEF EXECUTIVE, HON. EPSONA HARRY AYAMGA AT THE SECOND ORDINARY MEETING OF THE FOURTH SESSION OF THE BOLGATANGA MUNCIPLAL ASSEMBLY HELD ON THURSDAY, 29TH APRIL 2010 AT THE MUNICIPAL ASSEMBLY HALL, BOLGATANGA.

LADIES AND GENTLEMEN
It is with much gratitude that I welcome Honourable Members of this august House, heads of department and all distinguished guests to this session of the Assembly.
Hon. Presiding Member, at the last sitting of this Assembly, a lot of issues were raised to move our development agenda forward. I wish to inform you of the state of affairs as at today in our bid to addressing these issues.
Falling Standards of Education
I am happy to inform you that members of the Committee on the falling
Standards of Education in the municipality have submitted their report to
the Hon. Presiding Member. It is my hope that members will find time to
digest the report and come out with solutions that will help push the
education of our children forward.
Stolen Refuse Container
The issue of the stolen container had been discussed with the Regional Minister and has since been settled as the caretakers of the said container explained that it had been discarded.
Toilet Opposite Black Star Hotel
Efforts had been made for the Assembly to take ownership of the said facility so as to get it rehabilitated, but the Catholic Church still wants to maintain it as it is situated within their area of operation. It will however still be for public use.
Uncompleted EU Projects
The Works Department is assessing the 2007 uncompleted EU Projects
to enable the Assembly to source funds to complete them for use. They
- CHPS Compound at Yorogo-Madina;
- 3-Unit Classroom Block at Zuarungu-Moshie; and
- 3-Unit Classroom Block at Azorebisi.
All the EU Projects outlined for 2008 have been completed except the Yorogo Clinic which is now at the Finishing level.
Uniforms for Revenue Collectors
Material for the uniform has been acquired and paid for but is now with the tailors for sewing. It is our desire to distribute them to the collectors as soon as they are sewn.
A letter had been written to the Municipal Police Command for the release of some of the Community Police to serve in some of the facilities of the Assembly; but this has not come to fruition because most of the personnel had come to the end of their term of service. We are therefore waiting for the new recruitments to be made.
Speed Ramps/Strips and Zebra Crossings
The issue of speed ramps/strips and zebra crossings has been referred to the Department of Urban Roads to deal with the issue as soon as practicable as the accidents on our roads is getting very alarming.
Unsafe Parking of Vehicles
Letters were written formally to the people concerned requesting them to arrange to remove their vehicles and equipment parked along the road to avoid incurring public displeasure on the issue. They have since complied with this directive.
Sumbrungu Police Station
Hon. Presiding Member, this issue was referred to the Hon. Members from the Sumbrungu area, but they have since not reported any outcome to me.
Provision of List of Projects Being Undertaken
Hon. Presiding Member, Fellow Assembly Members; please find attached the list of projects being undertaken currently by the Assembly.
Acquisition of Grader
The first arrangement was to acquire the grader through a pre-finance facility by Prudential Bank. It was however found out that the Bank was doing this at an interest rate of almost 50%. We therefore contacted Zoom Lion Gh. Ltd. and they have agreed to acquire it for us at the market price. Steps are far advanced at bringing this arrangement to fruition.
Purchase of Low-Cost Houses
Hon. Presiding Member, with regards to the purchase of the low-cost houses, we had a response on the 10th of February this year from the Ministry of Water Resources, Works and Housing requesting us to make do with the payment by the end of June 2010, without which those in occupation will be allowed to purchase the units. We have subsequently written to the Minister of Local Government and Rural Development and the Common Fund Administrator to make deductions from our share of the Common Fund and pay same to the Ministry of Water Resources, Works and Housing.
All-In One Sign Post
On the issue of the all-in-one sign posts, steps are far advanced at getting through the procurement procedures to get a contractor to construct them.
CONSTRUCTION OF ABATTOIR:
Hon. Presiding Member, in respect of the abattoir, effort is being made at acquiring a plot at Yarigabisi to start with the construction. The area is yet to be assessed for compensation to be paid to the land owners.
O. RETRIEVAL OF BASIC RATE FROM ACCRA:
The Municipal Finance Department has compiled and submitted a list of all workers on government pay roll in the municipality for the year 2009 to Accra for a refund of the Basic Rate deducted and due to the Assembly. We are yet to get a response from there.
p. SITTING ALLOWANCES:
Hon. Presiding Member, we are all aware that the allowances being received now are in accordance with what the house approved.
q. ASSEMBLY’S RETAINER:
Mr. Douglas Seidu has submitted a draft agreement to the secretariat for consideration. We are now left with the signatures to get us mutually bound to the conditions that we have set for ourselves.

Hon. Presiding Member, Colleague Assembly Members, let me now render my sincere apology to honourable members for my inability to organize an End of Year Party for members as promised. I humbly wish to assure members that this is not intentional but due to the pressure on all of us. What I can tell members is that, I will make up very soon with one of the occasions that may be available to us.
