ADDRESS DELIVERED BY THE DISTRICT CHIEF EXECUTIVE OF SUNYANI WEST DISTRICT, ON THE OCCASION OF SUNYANI MUNICIPAL HEALTH INSURANCE SCHEME’S 2ND ANNUAL GENERAL MEETING HELD AT PIWC, ON 27TH NOVEMBER, 2008

LADIES & GENTLEMEN
It gives me a great pleasure to address this special occasion which marks the 2nd Anniversary of the Sunyani Municipal Health Insurance Scheme.
let me welcome all and sundry who have travelled from far and near to attend this all important meeting. We appreciate your untiring efforts towards the success of the scheme in the Sunyani Municipality and Sunyani West District.
Indeed, this clearly demonstrates our accession to the fact that we have a role to play in the development of the National Health Insurance Scheme, which was introduced by the NPP Government to replace the cash and carry system.
The health needs of the citizenry has been a great concern to the NPP Government. It is because the country can develop only with healthy people. It is in realization of this that the NPP Government under President J. A. Kufour rejected the cash and carry system and replaced it with the NHIS. This has relieved the citizenry from the hardships of the former. It is in recognition of this that the whole nation praise President Kufour and his party the NPP. It therefore has to be sustained by allowing the party to continue with its good policies which are human based. The scheme has put money into the pockets of the people because what would have been used to pay for health delivery remains in our pockets.
Nana Chairman, the scheme has paid medical claims on behalf of members to our providers. From 2005 to date a total of Six Million, Two Hundred and Eighteen Thousand, Eight Hundred and Ninety-Six Ghana Cedis, Sixty-Two Pesewas (GH¢6,218,896.62), which is Six Billion Two Hundred and Eighty Eight Million Nine Hundred and Sixty Six Thousand two hundred in the old Cedis (¢62,188,966,200).
Again, the scheme has signed contract with Thirty Seven (37) Health Service providers, including all pharmacy shops in the Municipality. All our scheme is the first scheme to enroll on board the Private Hospitals and Clinics in the country.
Nana Chairman, I would like to mention here that the scheme has started issuing the new National Health Insurance cards to our Clients to make them access Health care anywhere in the country.
Again, free registration of pregnant women and issuing them with National Identity Cards is also in progress. It has brought health care to our pregnant women, thus reducing maternal mortality to the barest minimum. Indeed the NPI’ Government must be praised.
The scheme since July 2008, when the President announced the package, has registered Four Thousand and Six Pregnant Women.
Nana Chairman, Ladies and Gentlemen, the highest bill the scheme has ever paid to a client is One Thousand Nine Hundred and Fifty Ghana Cedis (GH¢1,950.00). in the old currency it is Nineteen Million Five Hundred Thousand Cedis (GH¢19,500.00).
The average number of clients with Insurance Cards are Twenty Six Thousand People (26000) and the average claims for a month as at now is Two Hundred and Forty Thousand Ghana Cedis (GH¢ 240.000).
The scheme has as at October 2008 registered One Hundred And Fifty - Three Thousand Five Hundred and Thirty -Three members, representing 70.18% of the people living within the Municipality and Sunyani West District.
We owe the Government of NI’I’ led by His Excellency President J. A. Kufour gratitude for its foresight. It is a scheme that should be sustained to relieve the people of-Ghana of our hardships.
It is the hope of-the NPP Government that our people would take advantage of the Scheme to register in their numbers, in order to cater for their Health needs. Ironically, only 153,533 people, representing 70.18% of the people living within the catchment area have registered so far.
Let me use this occasion to implore all and sundry who have gathered here to encourage our people to register with the scheme, for, it is the health of our people that forms the wealth of our Nation.
Nana Chairman, Invited Guests, Staff of the scheme, ladies and Gentlemen. Before I resume my seat, let me remind you that your support and co-operation will still be required to move the scheme forward.
