2024 Regional budget hearing held in Winneba
The 2024-2027 Regional Composite Budget hearing for Metropolitan, Municipal and District Assembly was held for five Districts in line with regulation 17(3) of the Public Financial Management Regulation, 2019, LI 2378 at the conference hall of the Effutu Municipal Assembly.

The Hearing provided an opportunity for the National Technical Team which consist of officers from the Central Regional Coordinating Council and the Ministry of Finance to review the MMDA’s revenue and expenditure performance and the targets set for the 2024-2027 fiscal year with critical attention given to Government policies and strategies as indicated in the 2023 Budget Guideline issued by the Ministry of Finance.

The districts made up of the host, Effutu Municipal, Awutu Senya East Municipal, Awutu Senya District, Gomoa West District and Gomoa East District Assemblies took turns to present their draft budget documents for a careful scrutiny by the team to ensure an effective operationalization of the Medium-Term Development Plan (MTDP).

The Effutu team was led by the Municipal Chief Executive, Hon. Alhaji Zubairu Kassim with support from the Municipal Coordinating Director, Mr. Banani Dzorgbenyui Kwadzo, the Presiding Member, Hon. Elizabeth Senah as well as the Heads of the various Government Departments/ Units and Agencies and other interest groups.

The Municipal Budget Analyst, Mr. Kyei Stephen, who led the presentation of the Draft Budget on behalf of the Effutu Municipal Assembly, gave a brief account of the Municipality’s profile and performance in the areas of Agriculture, Tourism, Infrastructure, Heath, Education, and transport among others.

He detailed the Municipality’s financial performance, including revenue and expenditure by Departments with presentation on some key achievements in the 2023 Budget.

The Effutu Municipal Chief Executive, Alhaji Zubairu Kassim lauded the team from the Regional Coordinating Council and the Ministry of Finance for the painstaking and critical evaluation of the draft documents presented with the aim of ensuring that the Assemblies operated in line with the financial laws of the country.

He said that budgeting was an important method of achieving set organizational goals and objectives. The Effutu MCE noted that Budget Hearing Sessions take their legitimacy from the principle of Public Accountability to enhance trust, public education and transparency.

Mr. Kassim further explained that Budget Hearing was an important exercise for all MMDAs as it ensures that government budgets continue to be people-centered as well as address key developmental challenges in the various MDAs.

The officials from the Ministry of Finance and the Central Regional Coordinating Council included Madam Emma Frimpong (Ministry of Finance), Madam Monica Siaw (Regional Social Welfare Director), Mr. Isaiah Joe Enninful (Principal Budget Analyst) and Mr. Timothy Teye Oman (Regional Planning Officer).
