According to the board chair, success of governments is measured to a large extent by its delivery of programmes and services to its citizens and the ability to carry out its programme properly in the public interest.

He added that the capacity of state institutions to design and the implementation of government policies and programmes remain the underlying determinant of their contribution to the effectiveness of the public sector financial administration as a whole.

Public sector efficiency and effectiveness in their performance should be demanded from individual employees in an institution governed with exemplary leadership, he said.

The roles of internal auditors help the public sector operate with greater accountability, transparency, probity and equity maintaining public trust.

Mr. Joseph B. Winful was speaking at the 2018 Internal Audit Conference currently underway at the Accra International Conference Centre on the theme, “Leadership and Good Corporate Governance - Key to Effective Public Financial Management”.
